Lakeville Wood Flooring prices wood flooring in Newport as two unrelated jobs, and the distance between them is not measured in miles. One quote is for a detached house whose subfloor has not been uncovered since the framers left it. The other is for a rented unit on a slab young enough that it is still giving up moisture.
Those two floors fail in opposite directions, so we do not price them from a single set of assumptions. A relative humidity reading is taken on the first visit and written onto the quote, with the 30 to 50 percent band wood flooring is specified for printed beside it. The moisture content of the flooring and of the subfloor are measured against each other, and both numbers recorded, before a single board is fastened down.
Twenty-plus years in this trade is why the first visit is a measurement visit rather than a sales call. Everything we can tell you about the floor before anything is ordered goes on paper, including the board width we would run and the seasonal movement to expect at that width.
Two decades that barely register in the building record

Of the 2,160 housing units counted here, the 1990s contributed 138 and the 2000s 78. Those are the two thinnest decades anywhere in the record, and the population figures sit flat across the same stretch: in 1990 the census counted 3,720 residents, in 2000 it counted 3,715, and in 2010, 3,435.
For a flooring company that shows up in a practical way. A request for a quote in this city is rarely for a floor in its twenties, because the stock here mostly did not produce those years, and the work splits toward the two ends of the record instead.
What a flat build record does to a service call
In a city with a full run of decades, the middle of the record supplies most of the work, being floors old enough to need something and new enough that somebody still remembers who laid them. Here those two decades together are thinner than the 2020s alone, and the calls reflect it. We are usually looking at either the floor a house was built with or a floor that went down within the last few years, and far less often at the renovation-era floor in between.
The transit station site put the count back up
The building that resumed is clustered at the Newport Transit Station on the Red Rock Corridor, at the former Knox Lumberyard near Highway 61 and Interstate 494. The city’s development concept page describes Red Rock Square II as a multi-family apartment building which is three stories with 51 dwelling units, by MWF Properties, adjacent to the station and reviewed at a City Council workshop on March 16, 2023. Red Rock Villas appears on the same page as a multi-phase concept plan to build high-quality, market-rate rental properties along 7th Avenue north of Glen Road.
The arithmetic is worth stating plainly. The record holds 226 units built in 2020 or later, more than the 1990s and the 2000s produced together, with a further 142 arriving between 2010 and 2019. That is the shape of the whole record: two nearly empty decades, and then a burst that outran both of them.
None of that changed the houses. It changed the count, and it changed where the newest wood floors in town are, which is not in a house at all.

The older half, and what those floors sit on
More than half the housing stock here predates 1980, 1,277 units in all, with the 1970s alone contributing 477 and the 1960s 355. A further 445 units go back before 1960. Detached houses account for 1,394 of the 2,160, so the old half of this city is also the single-family half.
Floors of that era are usually solid strip flooring, most often red oak, and in a good number of houses they spent decades under carpet. What we are really pricing is what sits beneath them: plank or early plywood subfloor, fastening that was never done to a spacing schedule, and the telegraphing and squeak that follow from both.
A sanded floor has a finite budget
A house at this age may have been cut once already, which turns the question from how the floor will look into how much wood is left above the tongue. We check for overwood at the boards, read where an earlier pass left drum marks or edger swirl, and say so when a screen-and-recoat is the right call instead of another full sand. A test patch answers that on the floor rather than in conversation, because bare wood anywhere disqualifies a recoat, and we show you exactly where it is.
Pre-1978 housing brings a federal rule into the schedule
Because more than half of this stock predates 1980, a fair share of these jobs are pre-1978 target housing under the EPA Renovation, Repair and Painting Rule at 40 CFR Part 745, Subpart E. Minnesota is not an authorized state for that rule, so the federal version is the one that governs renovation work here. That is a fact about the rule rather than a credential we are claiming, and what it means for you is that containment and cleanup on an older house get planned into the schedule instead of discovered on the second morning.
Lower levels, and slabs poured before 2009
Since 2009 all new homes in Minnesota have had to be built radon-resistant, which in a passive system means four inches of clean aggregate under the slab, a soil-gas retarder of polyethylene sheeting, sealed openings and penetrations, and a vent pipe running from below the foundation through the roof. Fewer than a fifth of the units here were built in 2010 or later, so most lower-level slabs in this city went in before that requirement existed. The Minnesota Department of Health notes that the same techniques can reduce one common source of basement moisture, the entry of water vapor through the slab, which is the single variable a lower-level wood floor lives or dies by.
So a lower level is quoted from a moisture reading taken on that slab itself, never inferred from the floor above it. Grade is established the way the installation guidelines define it, with soil sitting within three inches of a floor putting that level below grade, so a walkout or a lookout is quoted as what it actually is.
The newest floors in town are rented
Of the 2,160 units, 715 are renter-occupied, and 513 of those renter households are in buildings of ten or more units. Another 203 units sit in buildings of fifty or more, and 246 in buildings of ten to nineteen. That is where the recent construction went, and it is why the newest wood flooring in this city is almost entirely in units somebody rents.
An apartment floor is a different job from the first measurement onward. It is usually engineered flooring over a slab rather than solid strip over joists, so the governing numbers are slab relative humidity and what the adhesive will tolerate, not the joist bay.
Wear layer decides whether sanding is even possible
Before we quote sanding on any engineered floor we measure the wear layer, because under the sanding threshold the honest answer is replacement rather than a refinish. On a floor that thin an aggressive first cut produces sand-through at the bevels, and nothing recovers from that. The measurement takes a minute, and it decides whether the number on the page is a refinish or a tear-out.
A young slab does not care about the calendar
New slabs hold construction moisture long after a building is occupied, which is why an in-situ relative humidity test to ASTM F2170 belongs in the quote and not in the argument afterwards. Adhesion failure, hollow spots and cupping across the middle of a room all trace back to a slab nobody read. We record the number and the date it was taken.
Multifamily also brings two constraints a house does not. Impact insulation class and sound transmission class requirements mean the underlayment is often specified for the building rather than chosen for the floor, and the assembly has to be built to that spec. We quote the assembly the building requires, not the one that would be quickest to lay.
Registration runs on a cycle, and a cycle is useful
The City of Newport requires all properties that are being rented to be registered and inspected. Properties with four units or fewer apply for a three-year license and properties with five units or more apply for an annual license, and all properties require an inspection every three years and when the property changes ownership. We make no assumption about what any inspection covers; what is useful to an owner is that the cycle is known in advance, so floor work in an occupied rental can be timed against a date already on the calendar rather than a vacancy nobody planned.
Which of the two jobs a quote is actually for
The two are a mile or so apart and share almost nothing, so the first thing our quote does is say which of them it describes. A written grit sequence and finish schedule comes with it, so the number of cuts and the number of coats are a commitment rather than a conversation later.
The winter conflict, explained before booking
On a deep cold snap the relative humidity a house can safely hold sits below the bottom of the band a wood floor is specified for, and no installer can price that conflict out of existence. We say so before the work is booked rather than after the gaps appear. Board width is chosen against the species’ own dimensional change coefficient, with the seasonal movement to expect at that width stated in writing before anything is ordered.
Permits, and who actually signs them
Finish work is exempt from a building permit under Minnesota Rules 1300.0120, subpart 4, item A, sub-item (8), which names painting, papering, tiling, carpeting, cabinets, countertops and similar finish work, and that exemption does not authorize work in violation of the code or any other ordinance. If a job grows into something structural, the City of Newport reviews the permit application while the inspections are contracted out, with building, plumbing and mechanical going to the City of West Saint Paul and electrical to River Heights Inspecting. Knowing that before the work starts is the difference between a short delay and a long one.
Selling the house is worth one line here. The city’s pre-sale steps are a sewer lateral inspection and certification, paving of a driveway or parking area connected to a paved public road, and a final water meter reading, and all of them stop at the outside of the building. Floor work before a sale is therefore the seller’s own decision on the seller’s own timing, which is worth making early enough that cure times are not competing with a closing date.
Dust containment, ventilation and cure times are planned for a house whose windows cannot be opened for part of the year, and return-to-service times are given in writing. Ask for the humidity reading, the wear-layer measurement or the grade determination and you will be given the number itself rather than a reassurance built on top of it.
